I have been told it is safe to use any colours (web designers/developers outside the US would love to use the correct spelling 'colour' in css and hexidecimal declarations, but the Amercians beat us to it) withing the spectrum of the Adobe sRGB colour profile, assuming that most users will have a monitor that can display more than 216 colours. Also, since monitors have very broad gamma (e.g. they produce light) you can use unprintable gamma if you want.
